Honorarium Payments to Foreign Nationals

This policy provides guidance on honorarium payments and/or travel expense reimbursements associated with nonimmigrant alien (foreign national) visitors coming to campus for an academic activity/activities. All requests for honorarium payments must be formally made no less than 30 days in advance of the date of the guest arrival for the activity. Standard honorarium payments are generally in the $500 - $2000 range. Requests for payments outside of the range require budget confirmation. Travel reimbursements require documented expense receipts in accordance with the College Travel and Expense Reimbursement Policy.
Eligibility:
Those eligible to receive honorarium payments are individuals who meet these honorarium requirements:
- may not stay more than 9 days total at the 海角直播 activity
- may not have received 5 or more honorarium payments/reimbursements (including from 海角直播) in the previous 6
In addition, to complete the Glacier process, the individual must have a Social Security number or an ITIN (Individual Taxpayer Identification Number) or have applied for one.
If they meet the above requirements, those eligible to receive an honorarium must be on either:
- B-1 or B-2 visas
VWB (Visa Waiver Business) or VWT (Visa Waiver Tourist). However, if the event for which the honorarium is offered is arranged before the individual travels to the U. S., the individual must seek admission as a B-1 or VWB non-immigrant.
- J-1 Scholar
Only if written permission in advanced is received from the sponsoring institution. In this situation, the request must be made no less than 45 days in advance so the individual can request formal permission and complete all the necessary forms associated with receiving permission from their home institution.
Individuals on any of the following visas are not eligible to receive an honorarium: O, H1B, F1, G1, A1or TN visa and there are no exceptions.
Visa Waiver Program
Foreign nationals from countries participating in the Visa Waiver Program are not required to have and likely do not have to have a visa to enter the U.S. for business or tourist travel. In this case, they must submit a request for travel authorization to the U.S. through the (Electronic System for Travel Authorization). For more information on which countries are in the program, see the Department of State Canadian citizens can enter the U.S. as visitors for business or pleasure but are not technically classified as Visa Waiver entrants, however, we require you follow the same request process.
Once an honorarium payment has been approved, please work with the director of payroll on setting up a time for the visitor to meet and complete the Glacier tax process.
To request an honorarium payment, please have the guest complete the attestation form and attach to the request form available on the Finance website. The form must be fully complete and accurately submitted at least 30 days prior to guest arrival. Requests made after the 30 day will not be accepted and payments/reimbursements for travel will not be permitted.
